Ask Congress to Invest in Home and Community-Based Services

With Congress on the cusp of passing historic legislation related to American infrastructure and a wide variety of health and human service programs, we have a unique opportunity to secure a once-in-a-generation investment in home and community-based services (HCBS).

The President’s American Jobs Plan requested that $400 billion dollars be invested into Medicaid home and community-based services (HCBS) and we believe Congress must honor that request by including the fully funded Better Care Better Jobs Act as part of upcoming legislation.

Over this last difficult year and a half, we have been advocating for this investment in HCBS, and the inclusion of the Better Care Better Jobs Act in the reconciliation package achieves many of our priorities.

  • The Better Care Better Jobs Act includes a long-overdue investment in the disability service system as part of a COVID-19 economic recovery to support care for Medicaid recipients and creates more and better jobs for the workforce that provides that care.
  • Passage of the Better Care Better Jobs Act will fund expanded access to Medicaid HCBS for the over 800,000 people with disabilities on waiting lists and will address the direct care workforce crisis, including raising wages. This effort will also allow unpaid family caregivers who have been filling in the gaps of service for far too long to re-enter the workforce.
  • The historic investment in home health care, represented by the Better Care Better Jobs Act, is one of the best supporters of employment there is, and this legislation could put 1.6 million Americans back to work.

Congress cannot let this opportunity slip away. The COVID-19 pandemic has proven that Americans with disabilities are safer in their homes. Tell Congress to include the Better Care Better Jobs Act with the $400 billion investment in HCBS, to ensure they get the care they deserve.
