We are in the last step of getting SB1387 approved, but we need your help and advocacy in urging Governor Newsom to sign the bill.  

 
HOPE is proud to sponsor SB 1387 authored by Senator Limón. If enacted, SB 1387 would ensure that California’s governance reflects the state’s population by requiring the Office of the Governor to create a report that collects demographic data of Gubernatorial Appointments. HOPE is running this bill because we believe that our democracy is better served when everyone has a seat at the table. Because of your advocacy, the bill has made it to the Governor’s desk, and we need your help taking it to the finish line by urging the Governor to sign it into law!   
 
This annual report would help the public understand the current demographic composition of boards and commissions and create awareness for more communities and leaders to engage in this important process. Ultimately, the report would serve as a tool to highlight what progress has been made and where more outreach and resources are needed to ensure that boards and commissions reflect California’s diversity. We believe that California's democracy is strengthened when it reflects the vast diversity of our state because #RepresentationMatters.

More About the Bill  
SB1387 requires the Office of the Governor to create a report that collects aggregate demographic data of Gubernatorial Appointments beginning on January 31, 2025.   The annual report will cover the period from January 1 to December 31 of the previous year and will be published on the Office of the Governors  website.  The bill would also require, commencing December 1, 2024 the office of the Governor to maintain on its website a list of every state board and commission, their membership list, the stated purpose, duties, meeting frequency, and website of every state board and commission, and any vacancies in the membership of each state board and commission. 
 
With respect to the first annual report, demographic data shall mean the voluntarily self-reported age, ethnicity, gender, region, and party affiliation.  Beginning January 31, 2026, and for any subsequent annual report, demographic data shall mean voluntarily self-reported age, ethnicity, gender, gender identity, disability status, race, region, party affiliation, veteran status, and sexual orientation of the appointed individual. 
 
This report will serve as a tool to analyze the current landscape and identify which voices are underrepresented at these decision-making tables.
