The bill, formerly HB 463 but subsequently renumbered to HB 648, was passed out of House on May 16 and sent to the Senate with a vote of 71 yeas, 24 nays. On May 18, it was read a second time in the Senate and referred to the Senate Committee on Health and Welfare.
