We all agree that voting is one of the most important rights protected in both the New Mexico and US constitutions. Every citizen of this great country should be able to register to vote unless there are laws that have specifically taken that right away, such as incarceration for a felony conviction.

The requirements for registering to vote should be the same for all people and set out so they are easy to follow.

In the current proposed rule changes for the Voter Record System, they have changed the definition of "canceled" voter status by removing “on parole or on supervised probation” to align the rules with the changes in the law from HB4. Once a person is released from incarceration, they are encouraged to register to vote or update an existing registration.

The new rules also state the SOS is to enter information on state and federal felony incarcerations into the statewide voter file upon receipt. How is the SOS held accountable for this since we know she does not forward the deceased list from the Bureau of vital statistics, which she was supposed to do by statute?

In the rulemaking, the Native American electors are going to be allowed to have ballots mailed to “Government or Official Offices.” This could be an avenue for ballot harvesting in the future which is very concerning. It will be very important the rules reflect the accountability needed if this is going to be how they get their ballots from now on.
