Budget Oversight Creates Better Outcomes for Wild Horses

In order to create Better Outcomes for Wild Horses wild horse advocates can ask their respective federal representatives to submit a ‘Member Request’ (House) or  a ‘Congressionally Directed Spending Request’ (Senate).  These special requests can be quite specific on limiting or adjusting ongoing programs, such as the BLM Wild Horse and Burro Program.

THIS IS A PROVEN TACTIC - the Theodore Roosevelt Wild Horses were saved by Congressional Action.

  • Senator Hoeven of North Dakota used this method to add clear language to the 2024 BLM Budget allocation.
  • The Senate appropriations bill report, which spells out congressional intent, “urges the Service to consider maintaining the historic scene commensurate with the historic herds during the period when President Theodore Roosevelt was a rancher in the area.”
  • Hoeven believes that ..." if they don’t come through and keep horses like I think they will be based on our ongoing negotiations, we ( Congress ) would be in a position then to essentially go back and prohibit them from using any funding to remove horses from the park.:
