Step 5 - Wild Horses and Burros should be utilized to control fuel sources
Long-Term Holding is costing taxpayers upwards of $70,000 per animal over their lifetime. These costs are not reported to Congress and could easily be reduced to zero. The high-level purpose of this message to Congress is to create circumstances where the Bureau of Land Management can no longer justify its management practices because the animals removed from public lands CAN SIGNIFICANTLY CONTRIBUTE to the reduction of wildfires in public and private lands.
Fire Insurance rates are overwhelming many taxpayers. There is a strong argument in favor of creating better outcomes for Wild Horses and Burros by rewilding them into locations where the activity of livestock has disturbed the environment and created excess fuel sources to sustain wildfire.
ALLOWING THE MISINFORMATION FROM THE BUREAU OF LAND MANAGEMENT TO BE UNCHALLENGED ENABLES REPEATING THE SAME MISTAKES.
Challenging the misinformation puts the burden of proof on the Bureau of Land Management to prove ‘the negative argument’ that Wild Horses and Burros DO NOT HELP CONTROL WILDFIRE is an important step. That proof will be very difficult in light of the recent science on the origin of the animals and the removal of the ‘Chevron deference’. The courts are no longer required to accept garbage propaganda from the agency as fact.
- "By this Act Congress declares that wild horses and burros removed from public lands be used to control wildfire. Specifically This Act deletes the words 'Nothing in' from Sec. §1339. Limitation of authority. ..." This chapter shall be construed to authorize the Secretary to relocate wild free-roaming horses or burros to areas of the public lands where they do not presently exist."
Taking this action also removes the possibility that under 'Project 2025'' the government might euthanize those in long-term holding.
Pushing back on the BLM to demand better use of taxpayer dollars again puts the BLM in a poor position to defend existing management practices.
Proposed Directive
- The Bureau of Land Management is directed to incorporate rewilding of animals already removed from public lands for control of wildfire.
- None of the funds made available in this act, in this, past and future fiscal years may be reprogrammed without the advance approval of the House and Senate Committees on Appropriations in accordance with the reprogramming procedures contained in the report accompanying this Act.
