Research contracts which are used to justify public lands policy must be free from conflict of interest. Using government funds to produce research which manipulates the conclusion is a violation of scientific ethical practice. Paying for predetermined research is completely outside the standards of conduct for a US government agency.
The Department of Agriculture (DOA) contracts with the Centre for Agriculture and Bioscience International (CABI) for research which results in a conflict of interest.
The DOA terms of contract specify BOTH the desired conclusion of the outcome and names the staff to perform the task. By using this conflict of interest, the DOA is able to use the research to justify policy positions regarding natural resources.
Additionally benefiting from the tainted research is the Department of the Interior also use the tainted research to justify policy, management strategy, and tactics.
The report fails to include the last 30 years of modern science on the subject and the author, Erik A Beever, is a former Department of Interior employee who used his own work with the agency to reach his conclusions.
