The California legislature will conduct further consideration of Senate Bill 793 ("SB 793), which includes language that could ban all tobacco products including premium cigars.
SB 793 is a tobacco sales ban disguised as a flavor ban by presuming that a product is considered a flavor product if it has ever been described by the manufacturer or an employee of the manufacturer as having a distinguishable taste or aroma other than the taste or aroma of tobacco.
Additionally, the $12 price point in defining premium cigars has been universally rejected by the industry for many years as an economic quantifier that does not define a premium cigar. CRA believes that it is essential to remove the $12 economic quantifier from SB 793 to prevent the unintended consequences of banning nearly all premium cigar products and forcing California small businesses to close, which this action would cause.
