Voucher programs give children (usually children from low-income families, children in failing schools, or children with special needs) greater access to high-quality private schools. In voucher programs, parents select private schools and receive state-funded scholarships to pay tuition.

When a student uses a voucher to exit a public school, that school keeps a portion of the student’s allotted funding. This means that per pupil funding increases at public schools when vouchers are adopted; public schools are not harmed by voucher programs. Everyone wins when parents are empowered.
