Seven months after the conclusion of the legislative session last September and with no sense of urgency, Insurance Commissioner Ricardo Lara is finally getting more serious about creating a regulatory solution to the homeowners insurance crisis.

Two of the issues that were discussed in last year‘s failed legislative effort dealt with insurers’ ability to use catastrophe risk modeling and the expensing of reinsurance costs in ratemaking. These two issues are critical to insurers if they are ever to increase their appetite, and we are encouraging agents to communicate the urgent need for regulatory action.
