We are so close to providing vital protections for our communities and the last step is for this bill to be signed into law! Governor Brown needs to know this bill will play an important role in supporting our most vulnerable communities.

We as members of CAIR-CA and MPower Change are calling on you to sign SB31 into law. This will protect Californians from having state or local agencies participate in any federal program to create a registry based on a person’s religious beliefs, practices or affiliations, national origin, or ethnicity, for law enforcement or immigration purposes. California must lead the way against the Trump Administration's anti-immigrant, anti-Muslim, and White Nationalist agenda. We urge you to sign both bills into law.

Letter to Governor :
I write in strong support of SB 31 (Lara) California Religious Freedom Act.

SB 31 protects the safety and well-being of all Californians by ensuring that state and local agencies and personnel do not participate in, or use agency resources to create a registry, list, or database of individuals based on religious beliefs, practices, or affiliations; national origin; or ethnicity. History has demonstrated that registries based on religious affiliation and national origin are not effective law enforcement or anti-terrorism tools. After the September 11, 2001 terrorist attacks, the federal government instituted in 2002 the National Security Exit-Entry Registration System (NSEERS). NSEERS began by requiring special registration from male visitors arriving from Iraq, Iran, Libya, Sudan and Syria but eventually expanded to 25 countries, most with majority Muslim populations and most in Africa and the Middle East. Registrants were fingerprinted, photographed, and questioned by immigration officers. NSEERS resulted in 80,000 registrants, of which 13,000 landed in the pipeline for deportation. This program resulted in zero terrorism convictions.

Given that President Trump has moved forward with many of his campaign promises, with your help, California can take a proactive stance to protect the civil liberties of all Californians. Thank you for standing with us for social justice and for your leadership on this matter. We need you to be bold and courageous as the rest of the nation will follow California’s lead on these very important policies. Please sign SB 31 into law so that we can provide strong protections for our most vulnerable populations
