Support Low-Revenue Recipient Paycheck Protection Program Relief Act (H.R. 6252)
I am writing to seek your cosponsorship of a bill introduced on December 13 by Rep. Jerrold Nadler along with Reps. Eleanor Holmes Norton and Carolyn Maloney that would modify the Paycheck Protection Program (PPP) statute to extend the covered period for loan forgiveness for certain small businesses. The Low-Revenue Recipient Paycheck Protection Program Relief Act (H.R. 6252) would provide this flexibility to small businesses like ours that either were not in operation between April 1 and December 31, 2020 or experienced a revenue reduction during that period of at least 80 percent from 2019.
We obtained a PPP loan in the first round but could not reopen or restart more than minimal operations because we have had insufficient local residents to support our businesses and tourists or businesspeople did not return in sufficient numbers to warrant reopening or restarting full operations.
We were closed during the height of the pandemic, hoping our business would remain viable and be in a position to fully reopen/rehire when financially responsible to do so. While we spent funds on rent and utilities, we can’t satisfy the requirement that 60% of the forgivable expenses be spent on payroll costs. Our inability to reopen and have a payroll during the 24 weeks after receipt of the loan means that the loan is not fully forgivable even though the PPP funds were used entirely on forgivable expenses. This is a heavy weight to bear. Even at a low interest, the outstanding loans (many with a two year repayment period, which the earliest PPP loans required) will negatively affect our ability to operate at a sustainable level as things normalize.
We are hopeful that you can cosponsor H.R. 6252 and also tell the Small Business Committee to approve this bill to shift the covered period for low revenue businesses so that businesses that had to remain totally closed throughout the past 15 months or nearly closed might find some relief.
