Barriers to Education
I am concerned about the amount of barriers we are creating for children to have equal and quality access to their education without dramatic disruptions to their learning and quality of learning. I'd like to schedule a meeting to discuss my concerns.
SB871 creates additional hurdles for families that marginalize them as students and who have just experienced two years of a serious pandemic and are just trying to get their lives back.
SB871 goes too far. Parents more than ever are beginning to question vaccines and this bill seems only to build further mistrust in the vaccine themselves as well as the government pushing vaccines over their child's education and now lost childhood.
California kids need normalcy. They do not need to be threatened with losing their education or complying under duress just so they can be amongst their peers and have access to their education.
These laws are becoming borderline obsessive and are ignoring many of the real problems our children are facing due to this pandemic, like the rise in mental health emergencies, suicide, depression, mood disorders and more. Our children need to live.
Oppose SB871.
This crosses the line.
I write to you in opposition of SB871 and strongly urge you to also oppose. Mandating the CV-19 vaccine for children before it is even FDA approved is irresponsible and negligent. Forcing parents to risk their children's lives without long term studies yet available is crossing the line. Our representatives should not be involved in our medical decisions.
Stoking Public Mistrust Government
In 2015, SB277 was introduced by Senator Pan and after much debate, amendments were included to protect the choice of parents on which vaccines their child would have should a new one be introduced. If the state legislature agreed that this amendment was necessary and both houses approved to pass the bill with it, why would SB871 be introduced now? What circumstances justify the need to eradicate the personal belief exemption if the amendment was created for exactly this purpose? It is concerning to citizens to see a state legislature make promises to the people they represent and when it is time to deliver on those promises, watch them retreat and take back the words they once stood by. During a time of great mistrust in government, supporting SB871 only reinforces the need for new representation and the disconnect our state legislators have with its people.
I urge you to vote no on SB871 should it land on your desk for a vote.

30K+ Will be forced into Remote Learning
LAUSD tried to implement a covid vaccine requirement for children 12+ and had anticipated 30,000 students about to switch to remote learning because they would no longer qualify for in-person learning. They pushed back the enforcement of this mandate because it would overwhelm the remote learning program which is not set up for that large of an influx of students. So couldn’t it be expected that the same issue would arise with a statewide mandate? Especially if it is required for much younger children.
If more parents chose to enroll their children in remote learning then teachers would need to be moved from the classroom to remote learning to be able to accommodate this. How would the districts handle this staffing issue?
Post pandemic Enrollment
Hi there, I would like to request a meeting to discuss my concerns regarding SB871 and SB866. Post pandemic times have caused a sharp decline in public school enrollment with an enrollment drop of 160,000 students in 2021 alone. The department of finance projects this is only the beginning of a 10 year decline with an 11.6% overall enrollment drop by 2031. SB871 is a direct contributing factor to the continued downward trajectory of education and our children’s overall mental health and wellbeing. Sb871 places additional pressure and undue hardship on children who have already suffered a traumatic two years during this pandemic and should not be threatened or coerced under duress to lose their education or get vaccinated. This is not how we treat our children during great societal loss.
As my representative, I urge you to vote no on SB871 and prioritize our kids, not just their vaccination status.
Irresponsible and Negligible Legislation
Hi there, I would like to request a meeting to discuss my concerns regarding SB871 and SB866.
Adding to the mistrust in government is the legislature's willingness to support SB871, which would add COVID-19 to the list of communicable diseases by which a child must be immunized in order to attend public school. Not only is the COVID-19 vaccine by multiple brands not yet FDA approved, the safety and efficacy of the vaccine cannot yet be determined without available long term data. Without this data parents and children do not have the ability to give informed consent as we await the long term data to be released after years of it in use. What we do currently know is that for children without serious illness or medical conditions, the risk of severe illness and death in children is negligible. Indeed, 99.97% of Covid-19 cases in those aged 17 and younger survived (or 3 deaths for every 10 million cases) according to the Centers for Disease Control. The risk of cardiac adverse events (CAE) when taking one of the mRNA vaccines “[f]or boys 12-15 without medical comorbidities … is 3.7 to 6.1 times higher than their 120-day COVID-19 hospitalization risk as of August 21, 2021 (7-day hospitalizations 1.5/100k population) and 2.6-4.3-fold higher at times of high weekly hospitalization risk (7-day hospitalizations 2.1/100k), such as during January 2021.
Even without considering risks of some severe neurological side effects, lack of long term studies, and others, the risk of CAE already places the vaccines as being riskier to children than a Covid-19 infection itself. Furthermore, the currently considered vaccines do not reduce transmission, especially with the Omicron variant. Researchers Subramanian and Kumar found no “no discernable association between COVID-19 cases and levels of fully vaccinated…” as published by the National Center for Biotechnology Information (NCBI). We simply do not yet have the data to justify mandating a new vaccine for students and as the science continues to change and our understanding of COVID-19 continues to evolve. It would be premature and irresponsible of this legislature to pass a sweeping bill such as SB871 and continue to stoke mistrust in the legislature as well as the vaccination program itself.

Concerns Regarding Upcoming Legislation.
I have concerns regarding SB 871 introduced by Senator Pan and would like to schedule a meeting with you to discuss them.
SB 871 aims to add the COVID-19 Vaccine to the list of already mandatory immunization schedule required for students (K-12) to attend school. Students will be required to get the COVID-19 vaccine to attend school by January 1, 2023, even without Full FDA Approval. This Bill will also remove any Personal Belief exemptions that would allow parents not to vaccinate.
Senator Pan’s reasoning… “It’s to protect the other children and their families because they have rights as well.” He also said that, “parents have a choice not to vaccinate their children, but there will be consequences.”
It is NOT a choice if you are required to give your child an experimental drug in exchange for in-person learning.
The CDC has stated
- The vaccine does not prevent infection or transmission
- Children are not vectors of transmission for this virus
- Children have a statistically 0% chance of death
So how would this bill ensure any safety of any other children?
It is a gross misrepresentation when Senator Pan states these vaccines are safe and effective, especially now with known and verifiable vaccine injuries and mortality in the pediatric population.
In addition, removing the personal belief exemption is unconstitutional for two main reasons:
The power to add vaccines to the schedule will be given completely to the California Department of Public Health. This will retract the retaining power of the legislator to make decide on the vaccines.
This will outright discriminate against people who have a deep personal belief for bodily autonomy.
