As your constituent, I urge you to support HB 372 to regulate and tax cannabis for adults.
It was a relief to see the House and Senate overwhelmingly pass HB 371 to legalize simple possession of cannabis for adults. But it’s vital that the House follow up by also passing HB 372.
By legalizing cannabis and establishing a regulated market for adults 21 and older, Delaware can further reduce the number of marijuana-related arrests and citations, create a new source of revenue and good jobs for the state, and boost public health and public safety.
New Jersey and 17 other states have moved forward with adult-use legalization. Delaware must meet the moment and follow suit.

More than 70% of Delawareans support legalizing and regulating cannabis. Eighteen other states and Canada have taken this more sensible approach.
I was glad to see HB 371 pass the House and Senate, but it is only a half-measure. HB 371 legalizes simple possession of cannabis but leaves sales underground and unregulated. This is the same policy the United States had during alcohol prohibition, when possession was legal but sales were not.
I hope you agree it’s past time for Delaware take a more sensible approach. Please support HB 372.
Establishing a regulated market this year will boost public health and public safety by ensuring that cannabis is produced and sold by licensed businesses that check ID and test cannabis for quality control. The state will also have the added benefit of creating a new source of revenue and good jobs.

HB 372 is good for Delaware’s economy and the climate
I was disheartened to learn you didn’t vote YES on HB 305 to legalize, regulate, and tax cannabis for adults in Delaware – a bill that fell only two votes shy of passage.
Now that the House and Senate have passed HB 371, which would legalize simple cannabis possession, and adult-use sales have begun in New Jersey, I hope you will recognize that legalizing, taxing, and regulating sales in Delaware is the soundest approach.
Failing to pass HB 372 would simply send jobs and tax revenue across the border and contribute to the sometimes deadly underground market. Continuing the folly of prohibition would also cause wasteful cross-state drives to purchase cannabis, with all the harms that entails — air pollution, increased car crashes, and the added impact on the climate crisis.

Vote YES on HB 372 to regulate cannabis sales
As your constituent, I was deeply disappointed you didn’t vote YES in March on HB 305 to legalize and regulate cannabis for adults in Delaware.
Cannabis is safer than alcohol – it doesn’t cause fatal overdoses and isn’t linked to violence. Our government should not be punishing adults for using cannabis responsibly, nor should it be driving sales to the unregulated, underground market.
Fortunately, there is still another chance for Delaware to join 18 other states and legalize, tax, and regulate cannabis THIS YEAR.
The House and Senate already passed HB 371, which would legalize possession of up to one ounce of cannabis for adults. However, without also passing HB 372, all cannabis accessed in Delaware will be illegal and unregulated – unnecessarily putting consumers at risk.
I am writing to urge you to vote YES on HB 372 to tax and regulate cannabis for adults. We are counting on you to stand with a majority of Delawareans and support ending cannabis prohibition in the First State.
