I am writing to urge members of the California Budget Subcommittee #4 to support addressing the California housing crisis by allocating funding for an Eviction Defense Legal Aid and Homelessness Prevention Program, a Community Anti-Displacement & Preservation Program (CAPP), and a Property Assessed Clean Energy Program (PACE) Restitution Fund. California currently boasts a budget surplus upwards of $50 billion, built on the backs of working-class families who have kept our state afloat throughout the COVID pandemic - we urgently need to use some of this to keep these same “essential workers” in their homes!!!
Funding an Eviction Defense Legal Aid and Homelessness Prevention Program would ensure that more California renters facing an eviction proceeding have free access to legal representation to defend their case. As of February 2022 only 3% of tenants nationwide have legal representation during eviction proceedings while 82% of landlords have representation - it is no surprise that many tenants lose their homes in court.
The Community Anti-Displacement & Preservation Program (CAPP) would fund local non-profit and public housing programs to acquire properties on sale and preserve them as permanently affordable housing, away from speculators! Organizations like local land trusts have successfully prevented families from being displaced from their communities, ensuring stability and affordability while slowing displacement and homelessness.
A Property Assessed Clean Energy Programs (PACE) Restitution fund would provide financial relief for homeowners targeted by contractors using predatory practices, which has put many at risk of losing their home. A restitution fund is the just thing for the Legislature to do when it was the state that started the PACE program and encouraged homeowners to enroll in the program in the first place.
I urge you to support allocating funds for an Eviction Defense Legal Aid and Homelessness Prevention Program, a Community Anti-Displacement & Preservation Program (CAPP), and a Property Assessed Clean Energy Program (PACE) Restitution Fund which are urgently in need as we continue fighting the COVID-19 pandemic, rents continue to rise and the homelessness crisis grows.
