Reject Dominion Democracy Suite 5.16 for NY State
I request that you reject the Dominion Democracy Suite 5.16 voting system for use in the State of New York. New Yorkers deserve to have confidence that their votes will be counted accurately, securely, and privately. The Dominion Democracy Suite 5.16 cannot meet our high standards, and we do not want to degrade our standards by approving this system, which has many documented security and privacy issues.
Two voting systems that are part of the Democracy Suite 5.16 system have very serious privacy issues described at dvsorder.org. The voting machines are the Dominion ImageCast Precinct and the Dominion ImageCast ICE. A flaw in the way they store ballot images can reveal individual voters’ choices. The NYSTEC security report confirms that the privacy problem exists. New Dominion software must not be approved unless it is able to meet the New York election law requirement that the voting machine store votes “in a manner intended and designed to protect the privacy of the voter.”
New York’s own testing labs describe serious source code vulnerabilities in the Dominion Democracy Suite 5.16. The report identifies over a dozen “high severity” issues and over 1000 that NYSTEC considers “medium severity.” The report points out that over 1000 issues are “exploitable,” meaning they could be taken advantage of by attackers, and votes could possibly be changed. Furthermore, the issues are not being tracked to ensure that they are resolved. This is all extremely troubling.
An independent report by security researchers discovered many security vulnerabilities in the Dominion ICX software. They found a variety of ways to gain access to administrator privileges that would make it easy to change votes on this system. Those researchers do not believe version 5.16 sufficiently addresses all of the security issues they brought to light.
Our voting systems determine profoundly important issues and who decides them. It is unacceptable and illegal for a voting system to be this insecure and for New York voters’ legal right to a private vote to be at risk. I ask you to reject the Dominion Democracy Suite 5.16 at this time.
