ECCA would allow, within a specified framework, a dollar-for-dollar federal tax credit for individuals and corporations for contributions made to Scholarship Granting Organizations (SGO). These SGOs would then provide scholarships for a range of educational expenses (including tuition, fees, supplies, equipment and more) to families who choose to send their children to the schools – public, private or religious – that they deem most appropriate for their education.
The constituents of our state will profoundly benefit from ECCA, as it will provide many thousands of needy students significant sums to pursue their educational goals. The proposed federal scholarship tax credit program will add significantly to existing state scholarship programs and encourage the opening up of more opportunities in states where few, if any, such programs currently exist.
In sum, this bill will inject billions of dollars into education assistance, enhance options for parents to send their children to the schools of their choice, provide benefits to both public and private school children, act as an incentive for even more investment and educational opportunities, and utilize private individual and corporate contributions as a basis for generating this funding.
