President Donald J. Trump directed you in his Executive Order of 4 February 2025, to provide a Report on US membership in UNESCO and UNICEF within 90 days (due date: 5 May 2025). I have been unable to locate your Report although that date has passed. It is my sincere hope that the Report’s conclusion and evaluation is that US membership in UNESCO and UNICEF, like membership in every other part of the UN, is in direct conflict with the interests of the US. Similarly, it is my hope that your recommendation after your 180 day review of US membership in all international bodies (which includes the United Nations), also directed by President Trump’s Executive Order, will similarly conclude that only complete withdrawal from the UN and all of its component parts, programs, protocols, and partnerships can serve US interests. Please provide a copy of the May 5th Report to me or a link to its location on the Department of State website, in the Federal Register or elsewhere. The destructive impact of membership in the UN and its component organizations, which is so deeply antithetical to US interests, is manifested through the infiltration of regulatory and procedural practices at every level of governance, necessitating their complete removal if withdrawal from these organisations is to have anything other than ceremonial significance. The Department of State is the depository of record for treaty and agreement documents and documentation. Both Department of State and US policy is to adhere to the Vienna Conference on the Law of Treaties (VCLT), which clearly says that treaties can only be concluded between sovereign states. The UN and its agencies cannot enter into or conclude treaty obligations although the UN Charter and WHO Constitution were falsely presented as such to Congress. That means that the Department of State is currently serving as the depository of fraudulent documents under both domestic and international law. Therefore, in addition to careful examination and “house cleaning” of UN control mechanisms inserted into US structure, explicit abrogation and nullification of all provisions and protocols memorialized in fraudulent UN-related “treaties” must be accomplished to cleanse the US of the impact of membership in these repudiated organizations. Withdrawal from the UN is Urgent and Necessary 1. Treaties Must Be Between Sovereign States The United Nations is not a sovereign state. It cannot legally bind the United States through treaties. Any such agreements including the UN Charter and WHO Constitution, misrepresented as treaties in 1945, were entered into under false legal pretense. UN Universal Declaration of Human Rights is incompatible with the US Constitution The inalienable rights identified by the preamble to the Constitution and the US Constitution are incompatible with, contravened by, and cancelled by the UN’s foundational documents and the UNDHR. While the US Constitution recognizes and preserves those inalienable rights and memorializes the concept that the government serves the people, the UNDHR “grants” rights, and the UN grants itself the right to revoke those rights and stipulates that everything that happens must be in “harmony” with UN purposes and programs. These two systems of governance are entirely antithetical to one another. The Department of State, as an agency of the United States government, and you as its chief officer, must support and defend the Constitution of the United States against all enemies foreign and domestic. The United Nations is one such enemy. Withdrawal from it is essential to protect the Rule of Law in the United States. 4. UN programs are antithetical to US rights and life. From Agenda 2030 to International Health Regulations, One Health and ESG-aligned regulatory models, the UN has embedded its technocratic control mechanisms deep into U.S. policy without consent of Congress or the People. These protocols have infected health, agriculture, education, and defense and every other aspect of US governance. They are engineered bypasses of democratic process and must be dismantled. 5. Restoration of U.S.-Centric Governance Withdrawal from the UN must be paired with a systematic audit, assessment and repeal of all UN-derived policies, protocols, and public-private partnerships. If it was not completed, please inform me of the anticipated date of completion. In the same Executive Order you were directed to produce a report in 180 days (Aug 5, 2025) on international memberships, alliances and “treaties” that do not serve US interests. This directive clearly authorizes you to evaluate whether US membership in the United Nations (UN) is in the best interest of the United States. US membership in the UN undermines and subverts the interests of the United States. The urgency of US withdrawal from the UN and all its sub-entities cannot be overstated. The actions, polices, and impact of the UN and its agencies are entirely antithetical to the interests of the United States. Further, the UN is not a sovereign entity so agreements with it are not treaties and therefore are not legally binding on the United States.
