Please protect dialysis patients and reject this bill. Charitable premium assistance, which mostly benefits minorities and those from low-income households, allows patients to continue receiving the coverage and dialysis care they need to live. AB 290 allows insurance companies to slash dialysis reimbursements to Medicare rates, which do not cover the cost of care. Like all health care providers (hospitals, doctors, clinics), payments from privately insured patients don’t just affect the dialysis clinics where those patients receive care. Because government payors (Medicare) reimburse at or below the cost of care, private insurance payments help subsidize ALL clinics, especially those in low-income and rural areas of the state. No business can afford to keep its doors open if reimbursements do not cover the cost of providing the service. In many areas of the state, dialysis clinics are at capacity. With AB 290 I’m worried there will be clinic cutbacks and closures and it will be harder for vulnerable dialysis patients to find care.
