Pass SB 613--Protect Local Gun Stores, Shooting Ranges, and Put Pennsylvanians Back to Work
As your constituent, I am writing to urge you to do everything in your power to pass SB 613 into law.
The current COVID-19 state of emergency is taking its toll on all Pennsylvania businesses, not the least of which is the firearms industry.
Under the governor's current guidance (April 1, 2020), "firearms dealers may operate physical businesses on a limited basis to complete ONLY the portions of a sale/transfer that must be conducted in-person under the law..." (emphasis added). Furthermore, business must be conducted by individual appointments.
As written, the governor's restrictions would not allow ammunition or other firearms accessories to be sold.
Pennsylvania shooting ranges are also closed due to the state of emergency.
On March 28, 2020, the Department of Homeland Security Cybersecurity & Infrastructure Security Agency (CISA) updated the Essential Critical Infrastructure list to include "workers supporting the operation of firearm or ammunition product manufacturers, retailers, importers, distributors, and shooting ranges."
While the state government website claims that Governor Wolf's "Industry Operation Guidance" conforms to the CISA Essential Critical Infrastructure list, the link points to the earlier CISA guidance dated March 19, 2020, which DID NOT include the firearms industry.
That's a big oversight!
SB 613 fixes this problem by mandating that Governor Wolf develop an emergency mitigation plan that conforms to the CISA guidance dated March 28, 2020, that includes the firearms industry and shooting ranges.
Not only that, but SB 613 will help get more Pennsylvanians back to work sooner in other industries.
Again, I am requesting that SB 613 be sent to the Governor's desk for his signature. Don't hold my constitutionally-protected rights hostage and put Pennsylvanians back to work!
