This bill is another government attempt to use the COVID-19 pandemic to regulate aspects of Pennsylvania's economy and recreational activities through legislative fiat. HB 2440 would mandate, as a condition of remaining open, that outdoor sportsman clubs implement social distancing requirements, including to limit only five shooters in each range at a time. It would also require that clubhouses be closed. With all due respect, outdoor sportsman clubs are responsible organizations that can voluntarily implement social distancing requirements without the force of law. Quite frankly, I'm offended by the paternalistic approach endorsed by the bill's prime sponsor and co-sponsors. It should die in committee and never see the light of day.
