Support Bill C-368
Over the span of many months, Canadian citizens have sent hundreds of thousands of emails, letters, and postcards to Members of Parliament (MPs) across the country, expressing concerns about changes Health Canada is making to the ways Natural Health Products (NHPs) are regulated that will negatively impact the industry and all Canadians who rely on NHPs to support their health and wellbeing.
I am asking you to support a Private Member’s Bill (PMB), Bill C-368, to undo sections 500-504 of The Budget Implementation Act, 2023, No.1 (formerly Bill C-47) that were made law in June of 2023. The Bill passed Second Reading on May 29, 2024; and is now being referred to the Standing Committee on Health.
Health Canada’s NHP Initiatives
As you are likely aware by now, several Health Canada initiatives threaten to decimate the natural health industry in Canada by imposing enormous new fees, commanding onerous evidence requirements, limiting label claims and the truthful information that can be shared about NHPs, and inappropriately applying Vanessa’s Law to NHPs.
It is predicted that NHP manufacturers and distributors will be driven out of business; natural health retailers will be unable to compete with lower NHP costs across the border in the United States (which can be freely imported for personal use); natural health practitioners will be restricted in the products they can recommend to their patients; and consumers will experience reduced access to NHPs, increased costs, and restriction in their freedom of choice.
Why Are These Health Canada Actions A Problem For Canadians?
Many Canadians are only alive today because of NHPs. Many more only enjoy quality of life because they manage serious health conditions with natural health products. It is reckless and dangerous to restrict access to these products. In the meantime, prices are going to skyrocket for the few remaining products. Health Canada will be responsible for people losing their livelihoods, their health and wellbeing, and in some cases their lives.
Support Bill C-368
I am asking you to support your constituents and all Canadians, as elected Members of Parliament should. I ask you to set aside your voting alignment with your respective political party. I ask you to vote with your conscience, to represent the people, and to do the right thing to correct this problem. I am asking you to uphold every Canadian citizen’s most fundamental rights and freedoms – yours and mine – to choose how we care for our health and decide what goes into our bodies.
The first step to solve the crisis facing the NHP industry is to repeal sections 500-504 of the Budget Implementation Act, 2023, No. 1 (formerly Bill C-47), and undo the time it has been law since June 22, 2023, so that no manufacturer, retailer, or practitioner can be persecuted for being open and transparent about the benefits of NHPs and subjected to $5,000,000 per day fines.

In the past few months, an extraordinary number of communications, including emails, letters, and postcards, have been directed to Members of Parliament throughout Canada. These messages convey the public's alarm regarding the initiatives Health Canada is implementing relating to the regulation of Natural Health Products (NHPs). These changes will detrimentally affect the industry and jeopardize the health and wellness of countless Canadians who depend on NHPs.
I implore you to lend your support to the Private Member’s Bill, Bill C-368, which seeks to repeal sections 500-504 of The Budget Implementation Act, 2023, No.1, also known as Bill C-47, that came into effect in June 2023. Bill C-368 passed Second Reading on May 29, 2024, and is now being referred to the Standing Committee on Health.
ACTIONS BY HEALTH CANADA REGARDING NATURAL HEALTH PRODUCTS
You might already be aware that a number of Health Canada initiatives are primed and ready to substantially damage Canada's natural health sector. These include introducing significant fees, enforcing strict evidence requirements for health claims, limiting what can be communicated on product labels, and misapplying Vanessa’s Law to NHPs.
These regulations are expected to force many NHP manufacturers and distributors to shut down, make it challenging for natural health stores to compete with the cheaper NHP costs in the U.S., restrict natural health practitioners from recommending certain products that will no longer be available on the Canadian market, and ultimately lead Canadians to have less access to NHPs, pay increased prices, and suffer a loss of autonomy in making health choices for themselves and their families.
WHY HEALTH CANADA'S MEASURES ARE CONCERNING
For numerous Canadians, NHPs are essential for survival, while others rely on them to manage serious health conditions effectively. Restricting access to these crucial products is both negligent and hazardous. The repercussions of Health Canada's policies will result in loss of jobs, health, well-being, and for some, even life.
ADVOCACY FOR BILL C-368
I call upon you to represent and defend the interests of your constituents and the broader Canadian populace, as is the duty of elected Parliamentarians. I urge you to go beyond party affiliations and vote in alignment with your moral compass. This request is made in defense of the inherent rights and freedoms of every Canadian citizen – including you and me – to make informed choices about what we consume and how we care for our health.
The crucial first measure to address this crisis within the NHP sector is to repeal sections 500-504 of the Budget Implementation Act, 2023, No. 1 (formerly Bill C-47). Among other things, this action would prevent the application of $5,000,000 daily fines onto the NHP industry.

Bill C-368 Matters To Me
In a remarkable display of civic engagement, countless Canadians have reached out to their MPs over the last several months in a barrage of emails, letters, and postcards. The core of their concern lies in the regulatory shifts Health Canada is implementing on Natural Health Products (NHPs), shifts that stand to negatively affect the industry in profound ways and impact the health and wellness of Canadians who depend on these products.
I am writing you today to ask that you support the Private Member's Bill, Bill C-368, designed to repeal sections 500-504 of The Budget Implementation Act, 2023, No.1 (previously recognized as Bill C-47), which became law this past June. Bill C-368 passed Second Reading on May 29, 2024, and is now being referred to the Standing Committee on Health.
HEALTH CANADA'S CURRENT STANCE ON NATURAL HEALTH PRODUCTS
It is likely within your knowledge that Health Canada's recent initiatives are on track to seriously dismantle the natural health landscape in Canada. These initiatives encompass the introduction of hefty fees, stringent demands for evidence not appropriate for NHPs, restrictions on labelling and the dissemination of truthful product information, and the inappropriate application of Vanessa’s Law to NHPs.
The implications of these actions are dire: NHP manufacturers and distributors facing closure, natural health stores unable to compete with U.S. price points, healthcare practitioners limited in their tools to practice due to fewer products on the Canadian market, and consumers facing reduced NHP access, hiked prices, and restriction in their freedom of choice in healthcare.
WHY IT MATTERS TO MILLIONS OF CANADIANS
NHPs are not merely supplementary for many Canadians; they are critical. They represent survival for some and a significant quality of life improvement for others managing severe health conditions. To impede access to these products is to act with negligence and endangerment. The fallout will see an inevitable surge in prices for the diminishing range of available products, with Health Canada bearing the blame for resultant job losses, poorer health and wellness, and, in tragic instances, loss of life.
YOUR SUPPORT FOR BILL C-368
This is a plea to you, as a representative of the Canadian people, to put partisan considerations aside and act in the true spirit of public service. I ask you to vote based on ethical considerations, advocating for change, and addressing this pressing issue. This appeal is grounded in the fundamental rights and freedoms of all Canadian citizens – your rights and mine – to make self-directed decisions regarding our health and bodily autonomy.
The first step toward rectifying this urgent crisis is to support Bill C-368, which seeks the repeal of sections 500-504 of the Budget Implementation Act, 2023, No. 1 (formerly Bill C-47), to ensure that no entity is penalized for the honest promotion of NHP benefits, avoiding exorbitant penalties of up to $5,000,000 per day.

Can I count on you to support Bill C-368 through its parliamentary journey and to cast a vote of “yes” when the occasion arises?
I expect you to represent me by supporting Bill C-368
In recent months, I’ve observed a groundswell of communication within my networks. Canadians are communicating with their MPs by sending emails, letters, and postcards. These messages convey deep concerns regarding Health Canada's new regulatory approach to Natural Health Products (NHPs), which poses a risk to the sector and to the many Canadians who depend on NHPs for their health and wellness.
I am reaching out today to request your backing for a Private Member’s Bill, called Bill C-368. This Bill aims to repeal sections 500-504 of The Budget Implementation Act, 2023, No.1 (previously known as Bill C-47), which came into effect in June of 2023.
Health Canada’s proposed changes within sections 500-504 of Bill C-47 include introducing significant new fees, stringent evidence requirements, restrictions on label claims, and limitations on the information that can be disseminated about NHPs. Moreover, these changes inappropriately extend Vanessa’s Law to NHPs, which is expected to have a severe negative impact on the natural health industry in Canada.
The implications of these recent regulatory changes to NHPs are dire: potential closure of NHP manufacturers and distributors, challenges for natural health retailers due to unfair competition with lower-priced NHPs in the United States, limitations on natural health practitioners due to a reduction in products on the market, and for consumers, diminished access to NHPs, escalated costs, and a restriction to their freedom of choice.
The actions undertaken by Health Canada present a substantial issue for Canadians like me. Some individuals rely on NHPs for survival and others for maintaining a quality of life while managing serious health conditions. Limiting access to these products is irresponsible and poses significant risks. Even if the only consequence of these regulatory changes is product price increases, it still serves to put NHPs out of reach for even more Canadians, who will simply be unable to afford them.
I urge you to prioritize the welfare of the constituents you represent by supporting Bill C-368. This request transcends political affiliations and calls for a vote based on conscience, representing the interests of the people in addressing this critical issue. Your support is crucial in safeguarding the fundamental rights and freedoms of every Canadian to make informed decisions about their health and what they choose to put into their bodies.
